Ummmmm.....that's not 'the rule'. It's 'one of
the rules'. Specifically, it's the rule at Dania. At Orlando,
the 'juggling or holding' rule says "A player will
be whistled when the judge observes the ball out of control in
his cesta. Any alteration or stopping of his throwing motion to
try and control such a ball constitutes holding." The Miami
program doesn't contain their juggling rule, so I have no clue
what the rule is supposed to be there. Going back a little further,
the Newport program contained the following: "Holding or
juggling. This occurs when a player, in the opinion of the court
judges, fails to use one continuous motion, retains the ball in
the cesta longer than a reasonable time in his attempt to make
a play, or allows the ball to leave the cesta (juggling) in a
manner that indicated the player has lost control of the ball."
The Orlando and Newport rules seem to say that juggling, in and
of itself, is a foul. The Dania rule, on the other hand, says
that juggling is not a foul unless the player also holds the ball.
