I certainly agree that there SHOULD be a standard juggling rule at all frontons. Based on what's printed in the programs, though, it doesn't appear that there is.
Since the rule you quoted applies to NAJF 'Florida Member Frontons', some questions:
1) Were New England frontons members of NAJF? If so, what was the juggling rule for them?
2) Does NAJF still exist? If so, are all the Florida frontons still members?
