The closest thing we have to any sort of standardized rules would be the NAJF rules and they read like this:

NATIONAL ASSOCIATION OF JAI ALAI FRONTONS
JAI ALAI RULES FOR FLORIDA MEMBER FRONTONS
Adopted: 8/25/92 Revised: 5/24/93
92.001 Scope.
The rules in this chapter apply to all persons, individuals, associations or corporations which shall hold or conduct any meeting within the State of Florida, where jaialai playing shall be permitted for any stake, purse or reward.
(So that's pretty clear that it applies to ALL FL frontons, which is now all U.S. frontons)

92.010 Fouls
Juggling/Holding rule. The juggling of the ball will not constitute a foul except in the case where a player holds the ball in the basket more than the required time; the required time to be decided by the judges.
(This is the standard; ie. 'the rule' and if a fronton alters that then they are only adding to the confusion...)
If I go watch a game at the Dolphins' Landshark stadium or Lambeau field the rules are the same, jai-alai should learn from that!
