The fans, the player's manager, etc, usually know who is in a slump, or just plain not playing well. I think the player's manager should make the call. For example, right now, at Miami, Aizarna is winning games daily, in control of most points, and has been for weeks now. Let him move up for a week or more, and move down someone who has not produced of late, like Laucirica, who was recently moved down, then won a lot, and now moved back up again. I think what is so funny is that you see a great player like Laucirica not do much in the lates, then he gets moved to mid-games, and what does he do? He plays in a totally different, more aggressive style, that he never displays in the late games, and he wins more as a result, not to mention a little less competitio. So, why doesn't he do that when he plays later games is beyond me?
