draw crowds with big payouts? How big is possible?

Would it be possible (legal?) to have a fronton (or track for that matter) offer a super highly unlikely wager. The pick-14, say, with no forceouts and rules to disallow syndicates from wagering all the combinations when it got astronomically high. Suppose the possible payout grew into the millions, wouldn't that really pack 'em in?
