I don't see how you could disallow a syndicate from making legal
bets. But, with no forceout, they would still have to decide when
to do it. Even a Pick-8, assuming all post #1 (~ 1 chance in 6),
would be 1.7 million to 1. A Pick-10 (60MM to 1) gets you up into
Powerball range (120MM to 1). And they still might wind up splitting
it.
So, maybe, just cover most of the outcomes (here comes
the "F" word again). I just don't think the jackpot
should be able to get so big that the underworld would get interested.
No advance wagering would help from making a lot of specific bets,
but you could probably conjure up an "All/1-4,6/All/1-3,7,8/1-3/All/..."
combo pretty quickly, and you could bet it in an instant (if you
had your banker with you).
Plus, the State would never allow it, 'cause it would go head-to-head
with their own usurious lottery..
I was involved with a group back in the early 70's that wanted
to start OTB (ITW) in Suffolk County, NY (Long Island). There
was no OTB then. Their gimmick (and hope) was a Pick-6 wager,
that didn't exist at the time, but their application was quickly
trashed by the State, which recognized it would be too competitive
with their lottery.
