The technical obstacle is that there is NO industry desire to have a Quiniela Double protocol. Someone has to come foward and seek to have the standard written. The all Tote companies have input into writing the standard. Protocols only change about every two years or more. When a protocol is changed/added each Tote company rolls it out world-wide for use. There is an independant industry committee that approves protocols and establishes which protocols will be written or added.
