Jai-Alai permits do not die, they may be reactivated, however they are site specific. There is no jai-alai license in Melbourne, it was converted to greyhound. The Daytona and Tampa licenses are dormant but tied to the old locations. Palm Beach license is specific to the fronton, but the building is not owned by the owner of the license. Big Bend is a dog track license, it was converted but never built. The law was written to allow it to change back if the dog track was never built. The legislature can not "change the law" beyond the constitution. They could allow video lottery terminals at some point, but never slot machines outside of miami-dade & broward unless the constitution is changed. Voters just made it much harder to do a citizens initiative in the future. The legislature can put a constitutional amendment on the ballot.
