I don't think that, as the law currently stands, VLTs need to pass to allow your suggetsion. I believe that the law forbids machines whose payouts are determined by chance but allows those whose payouts are determined by some measure of skill. I don't think you have to stretch too hard to define correctly handicapping a jai alai game as a "skill".
