I completely agree with David and Bennett. Back in my day (70's, early 80's) there were occasional "gifts" to the casual fans/tourists but by and large the programs were constructed by the player manager using his info and post position to handicap the best players. I am sure that this responsibility led to friction between players and the player manager, but it is the job of fronton management to provide the necessary checks and balances. One of my basic management tenets (am a retired sr. IT exec) was that the best people should have the toughest jobs and they should be compensated accordingly.
