It'll never happen. Here's the deal, find a voucher, if it cashes,
the owner didn't go to mutuels to have it frozen and made uncashable.
If you EVER forget a voucher or winning ticket, go straight to
mutuels identify the machine and amount, and they'll freeze it.
But the 'ownership' of a piece of paper in a machine
is not an identifiable situation. Some guy could just look at
your balance and say HEY, I left 210.50 In this machine, and then
what. See where I am goin with this? Find a voucher, try to cash
a voucher, if it doesn't work...the owner have identified himself.
