Base Bets

The base bets for both Miami and Dania Jai Alai are $2. The minimum is $1, and a couple of types are $3.

Questions:

What was the base bet in 1993?
What was the base bet in 1983?
What was the base bet in 1973?
(I don't know the answer)

Comparison:

What was the average price of an automobile in 1973?
What was the average price of an automobile in 1983?
What was the average price of an automobile in 1993?
What was the average price of an automobile in 2003?

(I was born in 1973, so could I be correct in saying car prices have roughly doubled every 10 years?. You could use another comparison if it makes more sense.)

My point. Ok, stop rolling your eyes...

Higher base bets would bring more attractive payouts, even for the more succesful types of wagers (Win, Quinella). These more attractive payouts could combat the Casino type attitude of "winning big on the slots".

This would be a very delicate step, however. You affect many different types of gambling groups by doing this. For instance, the compulsive gamblers (we've all been guilty) might be turned off at having to pay out more money. Less boxing of bets! However, the higher payouts may end up drawing the same volume of wagering, or at least enough to make up for the loss in the number of bets made.
Another issue, SNOWBIRDS! Enough said. They love quinellas (or so I've heard). $3 or $4 dollar base bets would kill them.

A good thing - drawing people away from the mindless slots to take part in something interesting.
