I have believed for a long time now that, "Winners should
be played to WIN".
Looking at your most recent weekly recaps, we see the leaders:
Miami Lopez 30: 13 - 0 - 5
Dania Arregui 35: 11 - 3 - 3
These are guys with the top talent (within their group) and obviously
in form.
In theory, if you were there live and paying attention, you would
have picked up some kind of 'en fuego' vibe while it was actually
happening, as opposed to our current position of looking back
with 20 - 20 hindsight.
Regardless, if you played these guys to come in first OR second,
thru place bets, quiniela wheels, front and back exacta wheels,
or trifecta packages which covered them equally in first or second
position, you probably would have LOST money.
So part of being a savvy fan or bettor is knowing that winners
have a tendency to win (or be out), and structuring your bets
accordingly. In which case you would be in favor of your player
making the right move to maximize his win chances.
You can think of "Bet winners to win" as a kind of Russian
Roulette where you either get BANG! or click, but rarely anything
in between.
