The pari-mutuals withold tax on winnings over $5000 but the Indians dont withhold anything on machine, poker or casino winnings unless they are not a US citizen. Not quite sure if the pari-mutuals withhold tax on machine or poker wins over $5000 though. Just another advantage the Indians have over pari-mutuals.
