Goikos three step hop and throw and ability to hold the ball and then release...tho i agree is questionable..is proof of how the game has evolved in terms of whats acceptable.
He isnt the only player that does either btw, Arraiga from dania will take those extra steps before releasing (especially in singles).
I watched alot of jai-alai in the early 90s in hartford and i never saw players do what goiko does...but i doubt it would survive the whistle if it was attempted.
