I tried running a rotation by hand to come up with my previous guess of 11 and apparently that was not even close. Trying to keep track of the rotation manually for that long is tough to do. Another approach might be to assume that 2 of the teams get 3 shots at possible, 5 teams get 2 chances and 1 team only one shot at the end when they play another team at possible....so that would be 17. Just a wild guess.
