The Guru has answered this question before, but because it is being asked again I will answer it again. Tiger is correct, it is not economically justifiable to pay for the protocol to be written. A major issue is that various states have different rules regarding the Quiniela Double, and the tote companies are not going to write different protocols to comply with each state's rules. Almost all the other pools have a standard set of rules complying with those promulgated by the Racing Commissioner's International.
