Daniel, you left yourself wide open on this one. If it is just a matter of 'upfront startup cost', how come Orlando, Ocala and Ft, Pierce aren't desperately trying to get their signal out to increase their handle? Sorry Daniel, I have to side with Sam on this one, you still don't get it.
